CASE STUDY · PUBLIC SECTOR

eInvoicing for a government agency, with the data staying onshore.

The challenge

A government emergency services agency in Australia had to meet a state treasury requirement for invoice compliance — receiving supplier invoices and credit notes electronically, and returning invoice status to those suppliers.

Being public sector changed the constraints rather than the goal. Procurement was through a government marketplace agreement, and the terms were explicit: buyer data could not be transferred outside Australia, personal information could not be accessed from outside Australia, and development, hosting, operations, support and maintenance all had to be performed in Australia. Records obligations under state legislation applied on top.

What we did

Valtatech implemented the Valtatech Peppol Connector for Coupa, with a certified Peppol access point and Service Metadata Publisher, so the agency can receive invoices and credit notes from suppliers and send invoice status updates back to them in real time.

The solution supports all ISO 4217 currencies, and accepts PDF invoice images from suppliers in any language alongside the structured data. Where a supplier sends no invoice image, one is generated.

The commercial terms carried the compliance: data encrypted at rest and in transit, all transaction data remaining in the agency's possession, a 24x7 availability commitment, monthly and ad-hoc performance reporting, and every component and every person working on the solution located in Australia.

THE OUTCOME

A treasury invoicing mandate met without an offshore dependency anywhere in the delivery or support model.

Valtatech is software vendor agnostic. The technology named here is what this client selected; we start from requirements, operating model and existing systems. See how we approach Source to Pay →

Onshore delivery is easy to claim and harder to contract for. Here it was written into the agreement at the level of where production systems sit and where support staff physically are, which is the level at which it is auditable. More on how we handle data residency →
