The challenge

A water utility in the Philippines needed to run competitive bidding for its capital and project expenditure — a category where the value at stake is high and the process has to be demonstrably fair.

Building that capability internally means both a platform and the people who know how to run an event on it. The utility had neither at the scale the spend justified.

What we did

Valtatech provides the Source Service as a managed service, acting as an extension of the utility's procurement function rather than supplying software for it to operate.

Valtatech runs the electronic bidding event end to end: issuing invitations, onboarding bidders onto the platform, conducting the event itself, and delivering the post-bid report. Bidders submit against a prescribed time window on a transparent, dynamic platform.

The engagement is bundled with ITC Training and Certification in Supply Chain Management for the utility's own personnel, so capability transfers rather than remaining with the supplier.

THE OUTCOME

Competitive electronic bidding run on the utility's behalf for capital spend, with its own team formally certified in the process.

Valtatech is software vendor agnostic. The technology named here is what this client selected; we start from requirements, operating model and existing systems. See how we approach Source to Pay →
